The Department of Economic Security, Governance & Innovation Administration (GIA), is seeking an experienced and highly motivated individual to join our team as a Rules Specialist.

The Rules Specialist performs organizational and basic drafting tasks related to rule packages and five-year review reports in accordance with the Administrative Procedures Act. This includes reviewing and editing proposed rulemaking documents, formatting documents, posting documents on the Department website, and other functions as needed. The Rules Specialist provides technical assistance and support to Rules Analysts and other Department employees involved in the rule making process.



This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:

  • Assists Rules Analysts and other Department employees with tasks related to rule packages and five-year review reports by preparing documents for the informal and formal comment periods, ensuring that necessary documents are posted on the Department website, and preparing stakeholder and review comments for the Rules Analysts and programs to address.
  • Ensure that all rule packages and five-year review reports are of the highest quality by peer reviewing for readability, accuracy, and consistency within rule-making statutes with the Arizona Rulemaking Manual.
  • Supports Rules Analysts with formatting and revising DES Administrative Rules, creating base texts, inserting information into templates, organizing documents and creating reference documents.
  • Tracks the status and progress of DES Administrative Rules including monitoring the completion of milestone dates as prescribed by DES.
  • Track progress of all rule packages and five-year review reports through the drafting and approval processes including monitoring status of each package and alerting Rules Analysts when deadlines are approaching.
  • Maintain the library of rule related documents including standard work, templates, references, copies of current rule-making statutes and rules, and an archive of final rules and accepted five-year review reports.

Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • State laws, rules, and guidance regarding rule making and reporting in Arizona.
  • Rule making process of the Arizona Administrative Procedures Act.
  • Basic workflow management techniques.

Skills In:
  • Communicating complex issues, both verbally and in writing, in a clear and concise manner.
  • Research.
  • Time management & attention to detail.
  • Understanding legal and regulatory issues.
  • Project management.

Ability to:
  • Use Google Workspace effectively to create, maintain, and collaborate on documents, spreadsheets, and presentations.
  • Track progress of several concurrent projects.
  • Work effectively with peers and personnel of internal business partners.

Selective Preference(s):
This ideal candidate for this position will have:

  • Experience and/or education in the field of law, government legislation and/or regulatory issues.
  • Training and/or experience in the rule-making process in Arizona, specifically the requirements of the Arizona Administrative Procedure Act. Experience preparing detailed government documents according to prescribed standards.
  • Experience working in or with Arizona state government programs.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
