Summary

This position is accountable for overseeing the safety of Maintenance of Equipment (M of E) employees through new and existing departmental, company and federally mandated safety initiatives. This position! will also manage the training of Maintenance of Equipment emp! loyees in long-running programs and classes for skills and safety. Additionally, this position will be the liaison between the Training and Safety Department and Maintenance of Equipment. This position will be responsible to manage the development and implementation of more stringent standards for safety and training.

Responsibilities

Responsibilities may include but are not limited to:

  • Direct subordinates and department supervisors to reduce accidents through situational awareness, safety walks, accident analysis and development of remedial measures and implementation of a path forward based on lessons learned from accident investigations.
  • Provide Chief Mechanical Officer with safety related guidance and action plans.
  • Plan, Lead, direct and oversee all departmental safety related initiatives including but not limited to the Safety Goal Implementation Plan (SGIP) and resolution of issues and concerns from Federal Railr! oad Administration (FRA) and American Public Transportation Association (APTA) Audits.
  • Direct subordinates and department supervisors to ensure all monthly Maintenance of Equipment Safety Meetings and job briefings are conducted.
  • Oversee the development of safety and accident statistical reports and action plans issued at monthly meetings.
  • Oversee all current and plan future Maintenance of Equipment related safety, new craft employee, skills and federally mandated training programs and initiatives to ensure programs remain current with new regulations and new rolling stock, including but not limited to Code of Federal Regulations (CFR) 243, Rail Resource Management (RRM), etc.
  • Direct on-the job training (OJT) to ensure new craft employees have an opportunity to practice and be tested on skills learned in the classroom.
  • Oversee the development of training budgets.
  • Oversee departmental petty cash reimbursement.
  • Ov! ersee collection of corporate assets from employees separating from ser! vice.
  • Direct departmental utilization of contract for company issued outerwear to ensure compliance with collective bargaining agreements.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  • Perform other assignments as requested by Senior Management.
Qualifications

  • Bachelor's Degree in Engineering, Technology or related discipline. Demonstrated, dire! ctly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.
  • Must possess progressive responsible related experience (at least 15 years) and knowledge in Maintenance of Equipment related operations including work with safety, training and budget related issues or demonstrated equivalent.
  • Must be familiar with LIRR safety and security policies.
  • Must possess an understanding of company policies and procedures, applicable collective bargaining agreements, and knowledge of railroad operating requirements.
  • Must possess strong technical, oral and written communications and presentation skills.
  • Must possess superior analytical, problem solving, judgment and decision-making, organizational, interpersonal, management and leadership skills.
  • Must possess knowledge of strategic needs.
  • Must possess demonstrated strong inter/intradepartmental coordination skills.
  • Mus! t possess the ability to lead and influence change and possess a consid! erable level of maturity to successfully provide guidance to develop a safety culture within the Maintenance of Equipment Department.
  • Must be proficient with PC and software applications used by the LIRR.
  • Must possess political sensitivity and other management skills to interact with top level management in other departments and to direct the activities of managers, supervisory, technical, shop oriented and administrative personnel.
  • Must be capable of multi-tasking and prioritizing responsibilities.
  • Must possess working knowledge of LIRR safety programs, employee recognition programs, Customer Assistance Program (CAP), training programs, Internal Control Policy, procurement process, etc.
DESIRABLE/PREFERRED SKILLS/QUALIFICATIONS:
  • Masters degree in a related field is preferred.
