Description: NYC Department of Health and Mental Hygiene is currently seeking to employ EXECUTIVE DIRECTOR right now, this vacancy will be placed in New York. The Office of Child Support Enforcement (OCSE) is recruiting for an Administrative Staff Analyst (M2) to function as the Executive Director of the Project Management Office (PMO) within the Program Integrity division, who will:

  • Develop, maintain and communicate the processes, standards and methodologies and
best practices pertaining to the management of OCSE projects.

  • Plan, direct and ensure the successful implementation and management of designed
business solutions and initiatives utilizing the resources of the PMO and assigned operational resources.

  • Provide assistance in identifying, evaluating and developing methods and procedures that
are efficient, effective and meet good business practice.

  • Maintain excellent communication with upper management both within and across
organizations to ensure smooth running of all projects undertaken by OCSE.

  • Identify and coordinate implementation of internal and external resources and expertise as
appropriate to achieve project objectives.

  • Ensure that all OCSE projects are proceeding according to established timelines and
meeting targets and expectations.

  • Assign projects to PMO staff and monitor progress.
  • Supervise the PMO staff.
  • Advise OCSE leadership about the project portfolio and status of each project within the
portfolio.

  • Performs cost/benefit analysis of actions and initiatives.
Minimum Qual Requirements

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Proven project management skills, ability to organize and prioritize multiple projects.
  • Ability to communicate (verbally and in writing) effectively with stakeholders and leadership
of operational units and agencies participating in OCSE projects.

  • Proficiency in Microsoft Office products, including Word, Excel, PowerPoint, Visio and
Project.

  • Ability to work independently and collaboratively in a fast-paced, demanding and complex work
environment, with the ability to carry out complex assignments and adapt to changing situations and priorities.

  • Ability to organize and work effectively with project staff from operational units and agencies
participating in OCSE projects.

  • Ability to create and promote a cooperative work environment.
  • Strong interpersonal skills and the ability to work effectively with a wide range of individuals in
a diverse work environment.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
