KEY REQUIREMENTS

DUTIES:
The Human Resources Specialist (Labor Relations) position is to provide advisory and technical services in the area of labor relations. The position is responsible for assignments which require analyzing and evaluating controversial and complex projects or cases, developing new or interpreting existing labor relations policy. The position is located at the New York Harbor Healthcare System, New York, NY. Some of the duties are as follows;

· Develop and recommend plans, policies and/or procedures for local implantation.

· Select the appropriate penalty to ensure consistent and progressive discipline throughout the organization.

· Advise management in negotiating a collective bargaining agreement.

· Serve as a technical advisor on all grievance/arbitration matters.

· Serve as a witness before arbitrators testifying as to contract interpretation and application.

· Provide advice and assistance to areas of discipline, adverse actions, grievances, employee counseling, and/or related functions.

· Participate in mediating sessions.

· Represent management at arbitrations.

· Gather, analyze and research information to guide others and/or make decisions.

· Explain rules and procedures relating to Labor Relations to employees.

· Participate in the processing of unfair labor practices charges.

· Provide technical advice and assistance to management regarding their rights and obligations.

· Act as a point of contact for management.

· Explain to employees their rights and obligations.

· Give advice to employees

· Conduct fact findings and gather background information from various sources.

· Respond in writing to appeals.

· Prepare documents for hearings.

· Develop and deliver briefings, project papers, reports and/or correspondence to managers.

Work Schedule: Monday thru Friday 8am to 4:30pm

QUALIFICATIONS REQUIRED:
A Quality Ranking Factor * has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Do you have a Juris Doctorate degree?

skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor.

REQUIRES:
One (1) year of specialized experience as a Human Resources Labor Relations Specialist? To be creditable, specialized experience must have been equivalent to at least the next lower grade level in Federal service. Examples of specialized experience include: extensive knowledge of personnel procedures, policies, and regulations, pertaining to Labor Relations programs; providing high level advisory and consultative information to management officials, supervisors, employees and interested parties on complex and sensitive Labor Relations issues, such as disciplinary or adverse actions and grievances; represent agency on issues involving complex personnel management issues and related matters; develop, interpret, and update complex Labor Relation policies and procedures; conduct fact findings; write proposals, notices, and decisions consistent with the evidence; ability to work well with others, and excellent communication skills, both verbal and written. (*To receive credit for these skills, they must be documented in your application/resume.)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

· Knowledge of labor relations, theories, principles, methods and techniques.

· Ability to serve as the authoritative local interpreter of labor relations law, regulations, Executive Order and decisions of labor relations formal bodies.

· Ability to serve as a point of contact on labor-management matters of overall concern.

· Skills in providing labor relations advisory service.

· Ability to communicate orally with a variety of individuals from various backgrounds and levels of education.

· Skills in written communication techniques.

PHYSICAL REQUIREMENTS:
The work is sedentary, except for walking to local meetings and carrying briefcases and luggage when in travel status

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.
