Position Objective
To provide leadership and direction for the operation and appearance of Grand Central Terminal (GCT) Department. This position is responsible for all Terminal activities outside of train operations and facility maintenance. Position oversees all public facing services and customer information systems to ensure a safe and comfortable environment. This position does act as the critical liaison between Metro-North and the Metropolitan Transportation Authority Real Estate¿s GCT Retail Managing Agent. Promotes the Grand Central 'brand' and Metro-North Railroad's Vision 2020 and Strategic Business Plan goals
Responsibilities
Direct and oversee the day-to-day operation of GCT. Responsibilities encompass all customer facing services, including Information provided through uniformed! customer contact personnel and through the Terminal's Visual Information and Public Address Systems. Position charged with overseeing Terminal Appearance programs and managing uniformed cleaning personnel. Position integral to the Railroads Emergency Management Task Force (EMTF) and has lead responsibility for GCT-based oversight and execution of service disruption and major event management responses within GCT, in coordination with key EMTF Departments and MTAPD.
Position responsible for leading support operations including the GCT Loading Dock , the Railroad¿s Mail Services, GCT Critical Systems Monitoring, Special Event/ Publicity and Movie support and liaison with GCT Retail Managing Agent.
Position serves as principal liaison/ client for Maintenance services delivered by MNR Maintenance of Way /GCT Building Maintenance Department, to ensure ongoing building support.
Plan, analyze, review, recommend, coordinate and support capital, real est! ate and security projects and programs for GCT.
Establish and ! monitor long term goals and objectives for the GCT Department, inclusive of support for commercial growth opportunities/initiatives.
Create, implement and adjust as necessary, an employee safety program that includes the 24/7 program for the GCT Department in cooperation with the Safety & Security department.
Act as the principal liaison between Metro-North and all interested parties for all matters pertaining to GCT, including projects requiring liaison with the City of NY and Grand Central Partnership. Assure optimal consumption of energy and other resources.
Manage operating budget for department and implement cost control policies and procedures.
Direct, plan and implement development programs specific to the current and future needs of the Terminal's employees that focus on improving skills, competencies, productivity and morale
Direct, plan and implement the use of Retail Revenue stream for Long Range upgrades to GCT , and ! ensure GCT remains a highly desirable retail operation.
Required Qualifications
Expert understanding of principals for facility management, hospitality management , retail and/or transit hub management as well as industry operating practices and related regulations.
Demonstrated leadership skills in the areas of customer service and information delivery, terminal appearance management (including station cleaning, quality of light, and identification of items to be repaired through Maintenance of Way- Unit support), retail revenue generation, resource allocation and safety.
Excellent verbal and written communication skills Excellent organization, coordination and analytical skills.
Excellent leadership and motivation skills with the ability to foster teamwork
Excellent interpersonal skills with the ability to interact with all levels and external contacts
Strong knowledge of standard safety policies and procedures
Demonstrated unders! tanding of budgeting practices.
Working knowledge of Microsoft Offi! ce Suite, specifically Word, Excel, and/or Access, or comparable applications, as well as development of cyclical cleaning programs
Excellent negotiation skills with strong ability to manage conflicting issues to resolution.
Must possess a valid Driver's License.
Required Education/Experience
A Bachelor's degree in Business, Engineering, Planning, Accounting, Transportation or other related field. Demonstrated equivalent experience, education and/or technical skills may be considered in lieu of degree.
Minimum ten years of progressive leadership experience in an increasingly complex facility, hospitality, and retail and / or transportation station/facility management.
Minimum ten years' experience in managing a diverse unionized workforce.
Minimum seven years' experience in managing and developing management personnel.

This is a safety sensitive position and subject to random toxicological testing.
Selection Criteria

During the 30 month review period, the maximum number of occurrences allowed is 15, and the maximum number of patterns allowed is 8. (An "occurrence" is any absence or consecutive absences of four or more hours, and a "pattern" is an absence preceding or following rest days, holidays, vacation days, etc.) For employees with! fewer than 30 months of service, the entire period of their employment is reviewed, and the maximum allowable number of incidents is pro-rated. Absences excused in accordance with Company Operating Procedures are not included for purposes of assessing whether attendance is satisfactory. If occurrences and/or patterns exceed the maximums allowed, the employee's attendance is deemed unsatisfactory, and he or she is disqualified from further consideration, even if he or she has not been previously warned about his/her attendance.
