Government Billing Analyst

Manages the approximately $500m outside party billing process. Approves assignment of project numbers to track costs that are determined to be billable to a third party. Ensures appropriate trac! king of incurred costs including labor (Engineering, Mechanical, and Transportation), material, and invoices within an assigned geographic region and/or division(s).
Primary Activities and Responsibilities:
Work with Project Engineers and field managers to ensure projects are complete and ready to bill.
Monitor projects for accuracy, completeness, and request billing when project is completed.
Research projects with missing expenditures or improper coding on tasks within a project.
Assign outside party project numbers for rebillable expenses to government and non-government entities within assigned geographic area.
Work with Government Billing and Property Collectors on disputed charges or obtaining additional documentation.
Ensure proper documentation is obtained to expedite billing and collection.
Miscellaneous activities and responsibilities as assigned by manager.
Qualifications
! Minimum Qualifications:
Bachelors degree from an ac! credited institution required
1 or more years of work experience required
Preferred Qualifications
In addition to meeting the above qualifications, any of the following are preferred:
Bachelors degree from an accredited institution in Accounting, Finance, or Business Administration
Accounting experience in the railroad or transportation industry
Billing or Collections experience
Knowledge and Skills:
Knowledge of accounting principles
Microsoft Office skills (including Excel, Word, and Outlook)
Oracle Financials skills
Ability to influence without authority
Ability to work and interact with employees throughout all levels of the organization

20% travel required.
Individuals holding this job may be required to relocate with assigned division.
