Assistant Director, Community Services


 
Description

Performs complex administrative and managerial functions to assist the Department director in planning and directing the operations of the Community Services Department to ensure optimal performance, alignment to the City’s strategic objectives, and to elicit maximum employee engagement and productivity. The Community Services department is responsible for a diverse array of resident-centric programs and services including library services, community engagement, crisis assistance, housing programs, community development investments, homeless services, and active case management programs.

Essential Functions

1. Plans the activities and direction of assigned divisions, programs, services, or projects.
2. Manages highly complex special projects, negotiates contracts, and oversees contract/vendor performance for assigned areas.
3. Prepares long-range strategic plans, capital plans, and master plans.
4. Prepares comprehensive technical, feasibility, and administrative reports and studies.
5. Implements and evaluates department policies, procedures, projects, and programs to ensure optimal performance and appropriate internal controls and compliance with federal, state, or local regulations or other applicable rules or requirements.
6. Directs research and studies related to internal management, operational objectives, or community needs and service gaps.
7. Plans, implements, reviews, and manages performance of departmental short and long-term goals including effectiveness and cost efficiency of programs and services.
8. Champions the values of the organization through exemplary leadership and accountability with a focus on superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
9. Seeks opportunities for new grant funding to support programs and services, prepares and recommends grant applications.
10. Develops and strengthens strategic partnerships with other agencies and community stakeholders to collaborate on solutions to address complex problems facing the department and community.
11. Represents the City and department at public meetings and with other agencies.
12. Analyzes and interprets data, research, and trends to identify relevant or emerging practices or solutions.
13. Analyzes federal, state, and local regulations and legislation for impacts on programs and services.
14. Develops materials for presentation to Director, City Management, Advisory Boards, City Council and the public.
15. Supervises staff as assigned including hiring, assigning work, establishing goals, evaluating performance, and resolving issues related to the assigned functional areas and direct reports.
16. Serves on various interdepartmental project groups, special projects, and task forces.
17. Acts in the absence of the Director attending meetings, making decisions, and providing department leadership and accountability.
18. Seeks out relevant professional training and knowledge to advance the department’s programs and services.
19. Responds to media, citizen, partner, or public information requests.
20. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Bachelor's degree in business, public administration, political science, urban studies, community development, or a related field and five (5) years of progressively responsible managerial experience in comprehensive programs involving urban planning, community development, housing development, neighborhood facilities' management, human services, or social services programs, including three (3) years of supervisory experience. Master's degree preferred.

Knowledge of:

Principles, practices, and innovations in public administration, community and human services administration, or urban planning
Federal grant program administration including U.S. Department of Housing and Urban Development and U.S. Department of Health and Human Services programs
Municipal finance, budgeting, and internal controls and compliance
Research techniques, methods, and procedures
Principles and practices of statistics with particular reference to the application of financial and operating statistics
Principles and practices of supervision and personnel administration
Principles and practices of project management, strategic planning, and organizational performance

Ability to:

Work at various sites (indoors and outdoors) as necessary
Establish and maintain effective working relationships with other City employees, government officials, other city department, citizen groups, community leaders, business representatives, non-profit agencies, contractors and the general public.
